Q: Is this positive or negative photoresist?

I believe you would classify it as a negative photo resist. Any areas that are exposed to UV will harden and remain and the areas covered by the image will dissolve away allowing the copper to be etched by your chemicals

Q: what do i use to develop this film?

To expose the film, put it in the sun for 15-20 minutes. To develop it, use one scoop (about 30 grams) of Oxy-Clean mixed into 1 liter of water. You can use something similar, but this is what I've done, with great results.

Germacidal lamps use UVC frequency of light. This is typically outside the effective wavelength for photosensitive exposure. Most films are in the UVA to UVB range.

Q: how is this supposed to adhere to a pcb copper clad?

You remove one side of the protective mylar film. Place that face down on the pcb and run it through a laminator.
