SKS Mud-X: What is the total length and width of fender?

Brian H and Ubaldo M say the widest measurement of this fender is 5" and its length is 12". But the "Product Dimensions: are 7.9 x 2 x 2 inches Which is the truth?

Will this work on a Rad Rover fat tire ebike ?

It should work with the Rad Rover, the fender straps on with two adjustable straps that tie down to the forward diagonal frame section, just behind the front tire, so the top strap will likely fit in, though the large power pack (depending on how it matches to the frame) may block the second strap. However, the accessory screw fittings on the front of the Rad Rover frame would allow you to readily tie the second strap down or let you use a washer on the inside of the fender to screw it directly to the frame. Having put in a variety of modifications, I don't see this as a problem.

Will this attach to bottle mounts if you have one under the downtube?

The fender attaches with the two straps as seen in the image. If you have a bottle mount on the underside of the downtube, potentially you could use such mounts to secure it additionally or as the main way, as there are three reinforced mounting holes that appear to be the standard width of a bottle mount.

Do the shifter cables (on the bottom of the downtube) go on the inside or on the outside of the four "legs" on the top of this fender?

Mine ran inside on my Trek Marlin, but I have only one cable on the downtube. If both your cables run down the downtube, they might need to be outside on a differently set up bike.
