Does this actually charge input/output via usb-c, because the image is incorrectly labeled? it has the micro usb listed as usb-c and vice versa.

Yes, can work with any charger . It has a ubb port in the bottom to plug into.

Any problems with packing it in carryon for flights?

Not at all. It is very light. I went out of town with it recently.
