Will it hold my cards securely? I currently have a Dakine velcro wallet but I want to replace it because the card slots are way too big.

It will hold them securely, so securely you can barely pull them out (not necessarily a bad thing, my old wallet card slots were way too loose also). Only 1 card fits per slot, but there are a lot of slots.

Is it light enough for travel used with a money belt?

Like most wallets it all depends on how many cards, cash, etc. that you have stored in it. For what you're looking for I wouldn't suggest any tri-folding wallet. Though you're question is a little confusing. To my knowledge a money belt would replace a wallet. But in a sense, you could get a small and simple bifold nylon wallet and theoretically it could fit.

Does this wallet have any kind of change holder in it?

It does not have a change holder within the wallet.
