Does this come with a non-stick coating on the inside? i’m worried about exposure to teflon/ptfes.

Yes, it definitely has a non stick coating on the inside which makes it so easy to clean. Best milk frother I've ever tried. (and I've tried a lot)

Would this work well with skimmed (cow's) milk; and powders such as matcha, cocoa, and turmeric?

Not sure how well skimmed milk froths (I use half n half) but if it can be this machine will work. And yes it can mix powders as there is a specific setting for making "hot chocolate."

Is hot chocolate any better in this vs made on the stove?

The frother makes the hot chocolate foamy like a latte. If you like creamy foam on your hot chocolate, this frother will enhance it!
