What is the maximum rpm this sensor can handle? fyi, i need something that can go as high as 40,000 rpm.

The specs state 2.5 ms reset time. According to my calculations, 40,000 rpm with one reflective strip equates to a reset time of less than 1.5 ms. Therefore it would not be expected to work.

What is the adjustment screw for? is the 30cm mentioned the minimum or maximum range? what does the red led tell you?

The maximum sensing distance is 30cm, the red probe is PMMA light transmission mirror, the response is more sensitive
