Yes it will. I have that charger and the 30min 117 charger and both work fine

TTI. These are the same Ryobi batteries sold at Home Depot. TTI is the parent company of Ryobi.

Depends on where you purchase it. One is probably a cheaper brand.

Would it charge using a p118 charger

It will charge using a P118B charger. I don't know about a P118, I believe that is the older model for that type of charger and if it is I don't think it will charge that battery. Any ONE+ charger will work
