Q: Is it good for a pc liquid cooler?

Yes. I used it to fill my cooling loop. Ran it for months with no issues before switching to a colourful branded uv liquid.

Q: I've just used a tds meter on this water and it came up as 14. i thought this water was meant to be zero. any explination for this?

I'm not sure, it says it's food grade so maybe. I use it in my facial steamer and to dilute liquid castile soap.
