why does box picture show quantity 48, when description says 24??

In May these were $7.48 and now they are $23.00. Don't tell me the price of peanuts tripled in less than 2 months. Another example of sellers taking advantage of shipping delays due to COVID. I can't believe AMZN doesn't track their sellers pricing to catch these types of rip offs.

I read it from the carton that held 24 1 oz packs: Carbohydrates: 5 grams/2%; Dietary Fiber: 2 grams/9%.

Are these peanuts gluten-free?

Well, I think it is just peanuts and salt, however, I would double check the label for any “gluten” ingredients, but probably yes.
