Is this produce safe for pet fencing?

I use it to temporarily repair scratches in galvanized fencing and posts. (I use a much better product for permanent repairs). I suspect, just like any zinc galvanizing, it probably wouldn't be good for pets if they constantly chew on the fence. But if that is the case, your pet probably shouldn't be behind a galvanized fence anyways. It is very thin and runny when sprayed and takes an hour or so to dry. I used to have two Labs that would chew right through a chain link fence, opening a hole a foot in diameter. Didn't seem to permanently harm them, but those dogs could take abuse, kid abuse, in stride. Funny thing is, when they got out they just came around the front of the house and laid on the front porch anyway.Hope this helps.

Is the difference between cold and bright simply the color??? thanks!

The Bright Galvanizing Compound allows you to match newer galvanized surfaces while the Cold Galvanizing Compound repairs more weathered surfaces. 7584 contains 80% zinc and 12% aluminum in the dry film. 7585 contains 93% zinc in the dry film.

Can this be used on plastic?

I WOULD TEST IT FIRST ON A SMALL AREA OF THE SAME MATERIAL, NOT THE PIECE YOU ACTUALLY WANT TO PAINT. RON

Can nickel plating be applied on top of this coating?

I don't think so. This is a flat gray, aerosol. It is almost like a dusty primer. I believe nickel plating is a chemical process requiring chemical cleaning and prep of the metal via submersion in tanks of liquid.
