I guess it will draw few mA for 555 timer.

Q: will this work as a dimmer for LEDs?

If your leds are 12V DC led strip up to 5 amps, then yes you can use it as a dimmer. In fact, there is a LED on the board for indication and its brightness shows the PWM duty cycle.
