I don’t have a way to provide the control power. I’d like the timer to start when the input is powered, then switch the output on. Is that possible?

When you power the coil the timer starts to your preset time. After that time the contacts change to the powered on state.

How to wire up, info says 12v, this is 110v?

This is 110v, not 12v. please see the item picture , it shows how to wire up .

It looks like the black and red wires should go to a light or whatever you want to start. How do I wire to start a light?

The only safe answer to the question is: If you do not understand the the description or diagrams that apply to this product, you should not be using this for any projects involving line voltages. You could put your self or others in danger from electrocution or fire.

So basically I don't need it to function as a delay but to temporarily provide power to a relay once it is deenergidesd. Can this relay work?

This is a DELAY timer, when you apply current to the coil, the contact operation is DELAYED. If you use the NC, (normally closed), contact set after powering off the coil it will IMMEDIATELY and CONTINUOUSLY supply power downstream of the contacts. This is a DELAY on device, so NO, this is not going to work.
