Not sure if the exact temp but It's not hot at all. Mine didn't get hot just slightly warm.

Can this be used on the lower back?

Yes..Always use on top of clothing not directly on your skin.

I don’t know but what I do know is that several of them were dangerously hot. Probably okay for a leg or arm but not the torso
