which set would have lighter shades and cool tones/ smoky gray/ neutral shimmer like moon?

B01 Rose pink, and B10 Blush & Contour are the two I would recommend. The colors in these sets are so blendable that you can easily create a soft glowing Smokey eye by using a light stroke and blend, or a deeper darker look, by putting on a heavier amount of shadow. Just like when you use crayons if you want a light pink, you would color with a white crayon lightly and the a little red crayon to make a light pink or use more white and red to make a deep pink. I start with a light base and then layer on colors from light to darker. Look on you tube, search the words “how to apply cream eyeshadow”.

is the eyeliner liquid or stick?

I dont recall receiving an eyeliner with this product. So, I can't answer your question. However, it a nice pallet. The color nude and bendable.
