Can anyone suggest a drill/ tap that would work with these?

I use either a 6mm or 1/4" drill bit

Will these work with pre-wired 3mm leds?

These LED lamp holders cannot work with the pre-wired leds, because there is a black plug in each holder to hold the lamp, and the holes are not large enough for pre-wired lamps to stick in. The video will show you how to install the lamps, maybe it will help you understand how these LED holders work with LED lamps.

Can these accept flat top led's?

Doesn't appear so. It's designed for a dome top LED

Does it operate off 5vdc supply with series resistor and if so what is max current rating?
