Q: Will this work on a Samsung tv?

As far as i know it was not manufacturer specific. I had mine plugged from an old VCR thats a toshiba to a big screen which was a Vizio. It worked fine for me and i have had no problems.

Q: Audio plays. no video. screen shows vcr commands "stop" "play" etc. no video from vhs tape. just short scrambled flickers and blue screen. what next?

just a wild ass guess is that you do not have it correctly connected. this is RCA in with HDMI out. Mine works perfect.
