Why doesn't this have a thermostat my other one does, but this fan motor has the same part number as my defective one? The new fan runs all the time

My fan runs all the time and does not have a thermostat controlling it. I believe the heating unit that keeps the ice from building up on the coil is controlled by a thermostat.
