Small black bugs are inside the bag. when i wash rice they are floating. what can be done?

Although not ideal to find them, they are rather common in rice that is aged for some time. You can wash your rice thoroughly a few times. They should all go away. You can put your rice in the sun if that possible to make them go away.

How long is each grain fully cooked?

Takes a bit longer, about 10 or 15 minutes longer than regular long-grain white rice. I make Tahdig with it.

Is this rice processed in a facility that also processes wheat?

I personally don't know. But if it was I think they're required to state that on the label somewhere.

Is the bag resealable?

Just purchased the bag and it is NOT resealable.
