Can this be added on previous grout without removing the old grout? Or will it come off and expose the old grout underneath?

I used it to replace missing grout and on top of old grout. Both are holding up well after a month or two. Some places I only added about an eighth of an inch and even that seem so to holding well.

will the sand scratch the tile?

I've been making stained glass mosaic mirrors for a long time (mosaicartsandmore.com) and have been using Jennifer's grouts in all colors for much of that time. Stained glass is quite delicate, especially iridized glass, but this product has never scratched any of the glass I use in my mirrors. Regular tile would be even less likely to be scratched since it has a more dense surface than glass. I am 100% pleased with this grout product!

Can this be used for grouting vinyl floor tiles in a bathroom?

I would have to say no. I would not grout vinyl tiles in the first place. No need to.
