Silicone with soft/plush outer shell. Very comfy.

Q: Can this be microwaved?

This hot water bottle can't be microwaved because you don't know how hot it will get when you put it in the microwave.

Q: Why does description say "Do not use hot water from the tap since this will shorten the lifespan of your purchase"?

It is not advisable to use hot tap water when filling your hot water bottle, as it contains minerals and impurities (which are expelled during the boiling process) that might build up inside the hot water bottle which causes it to prematurely degrade.
