It it normal for the voltage to decrease over time? my new battery v decreases from 14v to 12v over relatively short time frame - bad battery?

Yes, voltage will decrease over time. Nominal battery voltage is 12.8V. Charge voltage is higher, often 13.5-14.0V, but will decrease within several days back down to around 12.8V. This is quite normal.
