Are the plugs off-set so that the second outlet in the wall fixture can be used while this is plugged in?

If you plug it in one way, the other outlet is NOT blocked. If you plug it in turned around 180 degrees, the other outlet would be blocked. In other words, the prongs are not centered on the unit so the orientation you choose determines whether it blocks the second outlet or not.

Ours never said on them how many lumens they were, however can tell you that A LOT of the pictures being shown of these lights in the listings are GROSSLY enhanced to make them appear brighter than what they actually are.... we plugged ours into 2 different places: the first place was in an outlet that's only mounted approx 16" up from the floor, and the light coming from the LED didn't even come close to reaching the floor. So how can we se where to walk in order to avoid our kids and pets toys they left laying around if the light is only good to show you the wall it's plugged into? The second place was in an outlet above our bathroom sink and all it did was put a glow around the outlet and didn't even help us to see to wash our hands. Coming from places like taiwan, hong kong, and china this is unfortunately becoming more and more of their marketing strategy whereby hyping up their products.

Are these bright enough for a bathroom so you don’t have to turn on a light at 2am?

I use one in my bathroom for the sole purpose I don't have to turn on the lights. For me it bright enough. Can see enough in twilight. If U have the sockets use more than one if needed.

The Underwriters Laboratories logo doesn't appear on the boxes that these lights came in, so I'm thinking no.
