Apparently this amp doesn't work in the winter time or an early spring or late fall that's kind of weird?

My son runs this amp all year long and has never had a problem. He is only running 2-10's, so maybe that's why. Great amp so far

Would this work for a 15 inch kicker subwoofer?

That would depend on the specs of the sub( check rms wattage with oh resistance ratings). As long as it falls less than or equal too the ratings of the amp( check the manual online for it's ratings). You could use a high wattage sub with it but it won't have as much output vs a wattage matched one.

It will work as long as you don’t try to overpower it. Typically you’ll want to go with a higher rated amp than needed for subwoofer RMS
