Q: Yolink's website states minimum operating temperature is 32 F. This page lists -4 F.

I'm north of Boston and it's been down to 10F a lot this winter and both of my Yolink outdoor sensors worked fine. The two 'indoor' Yolink motion sensors (not waterproof) that I use in my unheated garage, have not failed yet. Very happy with all 4 of these motion sensors!

Q: Can I receive alerts when away from home?

This is a motion detector not a camera. There are no monthly fees.

Q: Does the outdoor motion detector have a siren or is that sold separately? How much would it cost with a siren and would I need anything else?

The siren is sold separately. You need a YoLink hub which is connected to your router or modem.
