Q: Is the filter water washable to remove acrylic paint drops before the paint dries?

It can a bit. I've soaked mine in water overnight and it's even removed some lacquer as well. It helps to scrub it in water.

Q: How well do these filters work at filtering paint fumes?

They don’t filter fumes. However they’re good for filtering spray paint particles.
