Would this be able to hold approximately 40 pounds? Product dimensions on here list it as 3 x 2.8 x 1.9 inches, what are it's actual dimensions?

I would not put 40 lbs on it maybe 20 and for size 16.25 in deep by 14.25 wide

How much does the shelf itself weigh? (I don't mean how much weight will it hold.) The description says 0.48 ounces, but that couldn't be right.

It is super light, I'd say it's maybe 16 ounces max.

Does this attachment stay sticking out or are you able to flip it down to go flat against the box?

It does fold down flat against the box.

What are the dimensions of the shelf? Is it powder coat black? Gloss finish? Mate finish?

The overall dimensions are 5.9" tall x 14.6" long x 16.34" wide. It has a 30lb capacity as well. Powder coating is the process in which the paint is applied. All of our tool carts and accessories are painted via the powder coating process. This product is the gloss finish.
