Q: Is this the jelly cleanser? I originally bought from Ulta months ago and it no longer available but there’s no English on this bottle.

Yes, this a gel cleanser that dissolve your make up when you rub in your face. Then you rinse with tap water and done! I use this for years and always bought in Amazon. No English label, but this is the same from Ulta.

Q: Is this a oil or water based cleanser?

It's oil base. But feel like liquid not greasy.

Q: Can I use this product while my face is already wet? Thanks a lot.

I've used it when it's slightly wet, although I feel that rubbing it in when your face is dry or at least only moist works best. Otherwise the water causes the product to get runny and not be able to effectively take off things like waterproof mascara and eyeliner.
