Battery charging- turned off with half battery left, went to charge and showed as a full battery again when plugged in, anyone else had this?

Might be due to the temperature. Stored in a cold place then brought into the warm to charge. Mine has shown a lower reading to start with but when I started using it and it warmed up it showed a full charge.

Do you have any option to replace battery?

This is the Universal Air Pump. Uses standard interchangeable Bosch 18 v rechargeable batteries which are charged on Bosch 18vcharger

Will it inflate a car tyre from scratch

Based on my experience, I would say unlikely. It really would depend on the tyre size. The larger the tyre the more unlikely.

Can it be charged with a standard usb charger with say 2.4a output? or must one buy a usb-c charger?

Any standard, good quality charger capable of 2A is fine. You just need a cable with USB-c for the device.
