Yes they can, absolutely ideal for doing it, but you may need someone to hold the items you are transferring from/to, as it’s slightly awkward doing it one handed, till you get used to doing it, the only warning I have when you are transferring the ink into the converter, do it very slowly, or you will end up with very inky hands .

Q: can these be used to refill disposable ink cartridges?

Yes, just clean your empty cartridge first. Make sure when inserting the filled cartridge into the pen that the open end of the cartridge is pointing upward of course!
