Q: What about this dress makes it worth over $200, im only going to wear this type of dress once?

It was a beautiful dress, a bit heavy, but I wish it was a better match for my body type! You could wear this to any cocktail event, wedding, dressy party.

Q: Is the under layer flowy like the skirt, or more form fitting/tight around the legs? If it's tight, does it ride up while wearing the dress?

It is not flowy or tight . The overlay fabric is heavy and doesn’t allow for flowing or riding up . If you are small - framed or petite , this dress might even be cumbersome .

Excellent quality, beautiful dress

The dress os exceptionally well made. High quality, it has a weight to it- it has a liner and 2 layers of tule and lace with sequins. I didn't expect that kind of quality. It also dresses beautifully. I am 5 foot 8, 155 pounds, and bought M.
