Will a usb on the go (otg) cable work on this tablet?

Yeah, it updates to the latest Marshmallow version of android which is fully OTG integrated. You just need the OTG cord or a USB drive with a mini usb attachment.

Is this nexus tablet a 2013 model? what does gen 2 mean? is everything included that came with it when it was new?

It is the 2013 model (generation 2 of the Nexus 7). Mine did not come in the original packaging, but it was securely packaged in bubble wrap and it did have the AC adapter and USB charging cord with it. It was indistinguishable from a brand new product. No visible scratches or defects.
