NO because your old CPU does not use the LGA1200 pin specification like the i5-10400 It is LGA 1155 so the pins don't match It will not work

No sorry the CPU does not come with a cooler or paste. I recommend Noctua NH-D15S chromaxblack, Premium Dual-Tower CPU Cooler with NF-A15 PWM. a 140mm Fan and quality paste is included. It isn’t cheap or small but it is very quiet and seems to do its job well.
