Tap aerators are supposed to reduce splashing, not this one!!
This faucet aerator does create suspended little bubbles in addition to bubbles from a regular tap aerator. However, the water also splashes much more during regular use and doesn't restrict water like the original tap aerator resulting in a stronger stream of water. Not sure about the claims of 30% water savings.
