This is suitable for rinsing quinoa, but we do not recommend rinsing seeds smaller than the size of short grain rice.

It absolutely does sift flour well. It is not a strainer, it is a sifter. I am a pastry chef, and we use this exact sieve in the kitchen multiple times throughout the day, often times used for sifting flour. We also use it to sift any other dry ingredients, or to remove lumps from batters. This is a sifter, NOT a strainer.
