Can any of the components rust (I want to measure fish with it)?

All the components I can see are plastic (container) or cloth (tape). But, having fished myself, after a couple of times measuring fish, I can see it getting very smelly due to tape getting "slimed" which probably would not very cleanable.

Does this contain lead or other prop 65 chemicals like cheaper tailor tapes?

No, this does not contain lead or other “prop 65” banned products. All manufacturers have to now disclose such items if your state requires it (such as California and a few others). However, that disclosure only has to be in the packaging and not the advertisement. There was no such indicator in my packaging.
