Will the usps deliver this? my carrier says it's too large for her mail truck and has to be picked up at the post office.

Former Postmaster here. If you normally get packages delivered by the mail carrier, they HAVE to deliver this. They do have a weight limit, but they are supposed to have a vehicle large enough to carry all the mail for the day. (If they supply their own vehicle) You have a lazy carrier.

Are the jaws small enough to catch baby rattler?

Yes, but there are "issues". I just checked mine and the jaws close fully, and can grasp even the smallest snake. That said, they are a bit ungainly for a small snake. Additionally, they are likely to injure a small snake (if you care about that). I keep an inexpensive "pickup tool" for dealing with small snakes, or helping corral a particularly active one. Also, a claw type dog poop scooper (both from Harbor Freight). BTW, this snake grabber appears to have an added benefit: snake repellent. In the couple of years since purchasing, we've not encountered a single rattler (or any other harmless snakes that we leave alone, save one tiny ground snake). It is probably the extreme drought, keeping the population of their prey down, but I'll credit the "Grabber"!

Are the jaws small enough to catch skinks? I don’t want to hurt them but I also don’t want them in my house! 😩😳

Best way to catch lizards is to get a dowel or fishing pole, tie a ~8 inch length of string on the end to make a little noose. They usually aren't afraid of the end of the pole coming towards them. You slowly put the noose around their head and lift them up. I am a wildlife biologist, this will not hurt the lizard.
