i just soaked mine in water, but a combination of both probably won't hurt.

should I cut the wrapper before planting in soil?

Yes cut the wrapper off the roots will protrude out the bottom and sides

how long should presoak these cubes

I only soaked mine for 5-10 mins if that. Hope this answer helps.
